More Bureaucracy, More Rules, More Costs from the Government, the FAA

To All Airport Users - (We need to help out our Airport Manager on this one!),

Here is the link to the Notice of Proposed Rule Making (NPRM) from the FAA (http://edocket.access.gpo.gov/2010/pdf/2010-25338.pdf ) and PRC Management would appreciate any comments that any airport user may have on this. PRC Airport management offices are hoping to finalize comments in the first week of December. If possible, PRC Management would appreciate receiving any comments no later than November 30th for incorporation. Additionally, please be aware that you do not have to submit comments to PRC Management, but may submit them directly to the Feds for inclusion in the NPRM process. PRC Management would however appreciate being copied on any comment sent directly to the Feds so PRC management can bring up similar issues.

There are a couple of areas that are of particular concern to PRC Management within the NPRM. First and foremost will be the overall logistical coordination of developing and implementing this program given the current status of the Airport department resources. Directly related to the impacts upon the staff of the Airport and the Users is the following statement from the NPRM:

"The FAA proposes the SMS training requirement would apply to airport employees based on information obtained during the pilot studies.

However, the FAA believes greater benefits may be achieved if that training requirement were applied to all individuals with access to the movement and non-movement areas, and it is considering that broader SMS training requirement. The FAA invites comments concerning the practical and economic implications of applying the training requirements to all individuals accessing the movement and nonmovement area".

Basically we would have to “train” every person coming in through the fence line. This would be one of the biggest issues to be addressed if the requirement for providing training to “…all individuals with access to the movement and non-movement areas…” is adopted. It sounds eerily familiar doesn’t it?

Additional info on Runway closures for the Airport Manager's offices:
To all:

In September the Airport had attempted to conduct some restriping on runway 21L-3R and runway 12-30. Due to some mechanical issues, we were unable to complete the maintenance as scheduled. The Airport tried again this week to conduct the maintenance during an overnight period. Unfortunately, with the cold weather, we were unable to perform the maintenance work and have determined that it must be conducted during the daylight hours. To that end we have scheduled the work to occur on the morning of October 31, 2010 in hopes of minimizing disruption to normal flight activities.

Please be aware of the following planned runway closures effective on 10-31-2010.

Runway 21L-3R closed from 0700 (Local) until 1130 (Local)

Runway 12-30 closed from 0700 (Local) until 0800 (Local)

NOTAMs have been issued and we will open the runways as soon as possible.

Please pass this information on to your respective groups and friends.
