As the politicians continue their partisan rhetoric about bringing in EXTRA AIRCRAFT to Prescott, here's our opinion:
Prescott is not only a tourism destination and retirement community, it's an incredible aviation and aerospace community. Prescott would be a perfect fit for Extra and vice versa. Extra would bring 100+ jobs paying $30,000 and up.
All the major principals at the airport such as Embry Riddle, Legend Aviation, Guidance Aviation and NorthAire would benefit. Extra would benefit as it would have a pool of graduates from these organizations to hire from.
We've heard some compare this to the Trader Joe's deal. That's simply not logical. Creating an aerospace center here in Prescott is a no brainer as Prescott is already a leader in flight training and aeronautical engineering. There would be no better place for an aircraft manufacturer to build it's product and brand it than amongst the future leaders of aviation.
It's time to start investing in something that's already built and established -The Prescott Airport and Air Park. Moreover, a well developed aerospace park / center would attract even MORE students to the Prescott Airport. More students, more visiting families, increased tourism, increased visibility for tourism, etc..
Prescott has, without a doubt, one of the most unique airports in the country. It's one of the busiest because of flight training. Our region is home to Lockheed Martin Flight Service. Prescott is the gateway to Sedona and the Grand Canyon and the flying weather is second to none in the country. It's time we invest in aerospace here in Prescott for all the right reasons.
Clear prop!

As AOPA Calls for Pilots to Rally for GA, Prescott, AZ Leads The Way
Recently, the AOPA has pushed to have pilots rally for general aviation. Our response to the AOPA on this is, "We have been! Take a look at what Prescott, Arizona has done!"
The City of Prescott, Arizona and it's airport, the Prescott Municipal Airport (KPRC) have been rallying for general aviation for years now with development of it's online aviation advocacy efforts through FlyPrescott.com.
Prescott's online aviation advocate boasts a strong internet presence with a Facebook Page with over 1740 members, a statewide electronic news blog ( Arizona Aerospan ), Twitter page, and electronic newsletter and YouTube Channel. Combined, this online media effort reaches tens of thousands of aviation enthusiasts, pilots and aviation businesses nationwide, with some international exposure as well.
Continuing it's support, the City of Prescott just released it's latest video, "Ernest A. Love Field" (below). So, if you want to see a great example of a City and an airport rallying and supporting general aviation, take a look at the City of Prescott and FlyPrescott.com.
The Prescott Municipal airport (KPRC) is one of the busiest and most robust airports in the U.S. Being the home to one of two campuses of the world reknown Embry-Riddle Aeronautical University, the Prescott airport is a very unique and busy flight training environment. KPRC is the fourth (4th) busiest general aviation airport in the state of Arizona and is the 40th busiest general aviation airport in the country.
It is also home to one of the busiest high altitude helicopter flight training facilities in the U.S., Guidance Helicopters, which also just opened a fixed wing training facility, Guidance Aviation. Combine that with Prescott's North-Aire Aviation and it's wide variety of aircraft as well as ArizAir Flight Training Center, you know why FlyPrescott refers to it as, "Where Pilots Are Born".
The Prescott Municipal Airport has an annual economic impact of approximately $68 million, providing valuable services beyond flight training to include mail, overnight packages, military support, search and rescue operations and the Forest Service support to name a few. It is clear the Prescott Municipal Airport is a vital part of the Prescott community and the state of Arizona.
So, if there ever was a City and community that rallies around general aviation, its Prescott, Arizona.

Embry-Riddle and Cessna Renew Partnership Agreement
Daytona Beach, Fla., and Prescott, Ariz., Feb. 25, 2011
Embry-Riddle Aeronautical University today signed an agreement with Cessna Aircraft Company, a Textron Inc. (NYSE: TXT) company, naming Cessna as the school’s exclusive supplier of single-engine non-complex aircraft.
This agreement covers the next six years, 2011-2017, and is similar to an agreement signed in 1997 that resulted in Embry-Riddle purchasing 196 Cessna Skyhawks from 1997 through 2010. Cessna and Embry-Riddle estimate that the new agreement could lead to orders for more than 50 Skyhawks over its duration.
The Cessna 172 Skyhawk has become the best-selling, most-flown airplane in the world with more than 43,000 delivered. The Skyhawk, produced at Cessna’s facility in Independence, Kan., features a Lycoming engine and a Garmin G1000 avionics package.
“We are pleased to expand our relationship with Cessna,” said Dr. John P. Johnson, president of Embry-Riddle. “The agreement is mutually beneficial and will serve to provide Embry-Riddle with quality training aircraft, scholarships for our students, and joint advertising opportunities. It represents a positive step in strengthening the relationship between the world’s leading aviation and aerospace university and a clear leader in the manufacturing of general aviation aircraft.”
The university, which has been operating Cessna aircraft for 40 years, currently has 68 Cessna aircraft of various models out of a total fleet of 95 aircraft. Embry-Riddle aircraft amass nearly 85,000 flight training hours annually.
“Cessna is proud to continue a long-standing and mutually beneficial relationship with Embry-Riddle,” said Jack J. Pelton, Cessna’s chairman, president, and CEO. “The single-engine team at Cessna is committed to providing the reliability and support Embry-Riddle needs to meet its vision of innovation and excellence in aerospace education.”
The new agreement also includes the purchase of four Cessna Skycatcher light sport aircraft. The Skycatchers have already been delivered, with two going to Embry-Riddle’s flight team at the Prescott, Ariz., campus and two going to the flight team at the Daytona Beach, Fla., campus.
Embry-Riddle Aeronautical University, the world’s largest, fully accredited university specializing in aviation and aerospace, offers more than 30 degree programs in its colleges of Arts and Sciences, Aviation, Business, and Engineering. Embry-Riddle educates more than 34,000 students annually in undergraduate and graduate programs at residential campuses in Prescott, Ariz., and Daytona Beach, Fla., through the Worldwide Campus at more than 150 locations in the United States, Europe, Canada, Asia, and the Middle East, and through online learning. MORE RULES from FAA, Airport Users, PLEASE READ and COMMENT!
A "NPRM" was published yesterday and could have an
AIRPORT USERS, please submit your comments by posting comment below which we will foward to the Airport Admin offices for submissions to the FAA, the deadline to have them to the FAA is March 7. I also ask that they provide me we a copy of their comments that they send to FAA or they can provide the comments directly to me and I will ensure they get submitted along with the City comments.
FAA Issues NPRM On Driver Training, Pavement Evaluation
FAA has issued a Notice of Proposed Rulemaking (NPRM) to amend the airport certification standards in Part 139 related to driver training and to pavement surface evaluations.
In announcing the NPRM, FAA said the proposed rule will improve safety by:
• Establishing minimum standards for driver training of personnel who access the airport non-movement areas such as the ramp and apron;
• Establishing a requirement for pavement surface evaluations to ensure reliability of runway surfaces in wet weather conditions;

• Establishing a requirement for a Surface Movement Guidance
impact to the users of the airport. The NPRM would require
the airport to provide and document training for all persons who access the non-movement areas regardless of their duties or duration of access. This training would be required annually thereafter. The NPRM does provide exceptions to the training requirement for the following people:
>Airman exercising the privileges of an applicable airman certificate;
>Persons escorted by a trained individual; and
>Other persons identified in the certificate holder’s ACM.
However, there is no mention in the NPRM about how the airport operator would distinguish between a trained person and untrained person operating on the airport, what regulatory compliance implications are set because of this NPRM, etc. I will be bringing this item up at the next PAUA meeting as well as revisiting the SMS NPRM.
To date, I have only received 1 comment from a user regarding the SMS to be forwarded on to the FAA.

Control System (SMGCS) plan if the certificate holder conducts
low visibility operations. The plan would facilitate the safe movement of aircraft and vehicles in low visibility conditions;
• Clarifying the applicability of Part 139 based on the number of aircraft passenger seats used for passenger-carrying operations, and
• Explicitly prohibiting fraudulent or intentionally false statements in a certificate application or record required to be maintained.
The proposed requirements related to driver training were an action item from the 2007 Runway Safety FAA Call for Action. The pavement evaluations were an action item called for in the 2007 International Civil of Aviation Organization (ICAO) audit of the United States .
